Even after taking away ALL of the POSSIBLE reasons for Republicans or Bush to object to funding UNFPA, (by excluding China and Abortions from the bill), this bill still did not get passed and is held up in committee.

Saving Women's Lives Act of 2002    -   H. R. 3916  March 7, 2002    http://thomas.loc.gov/cgi-bin/query/z?c107:H.R.3916:
UNITED STATES VOLUNTARY CONTRIBUTION TO THE UNFPA, UNITED NATIONS POPULATION FUND.

(a) Make available to UNFPA the $34,000,000 for fiscal year 2002 (to UN Population Fund).

(b) Appropriate $50,000,000 for fiscal year 2003 to the United Nations Population Fund.

(a) PROHIBITION ON USE OF FUNDS IN CHINA- None of the funds made available or authorized to be appropriated by this Act may be made available for the United Nations Population Fund,  `UNFPA' for a program in China.

(b) CONDITIONS ON AVAILABILITY OF FUNDS---
            (1) UNFPA maintains amounts made available under this Act in an account separate from other accounts;
            (2) UNFPA does not commingle amounts and
            (3) UNFPA does not fund abortions as a method of family planning.
